In the formal minutes that appear at the end of the SciTech report, it is possible to read a paragraph that was proposed as an amendment by Graham Stringer. This is important.
There are proposals to increase worldwide taxation by up to a trillion dollars on the basis of climate science predictions. This is an area where strong and opposing views are held. The release of the e-mails from CRU at the University of East Anglia and the accusations that followed demanded independent and objective scrutiny by independent panels. This has not happened.
The composition of the two panels has been criticised for having members who were over identified with the views of CRU. Lord Oxburgh as President of the Carbon Capture and Storage Association and Chairman of Falck Renewable appeared to have a conflict of interest. Lord Oxburgh himself was aware that this might lead to criticism. Similarly Professor Boulton as an ex colleague of CRU seemed wholly inappropriate to be a member of the Russell panel. No reputable scientist who was critical of CRU’s work was on the panel, and prominent and distinguished critics were not interviewed. The Oxburgh panel did not do as our predecessor committee had been promised, investigate the science, but only looked at the integrity of the researchers.
With the exception of Professor Kelly’s notes other notes taken by members of the panel have not been published. This leaves a question mark against whether CRU science is reliable. The Oxburgh panel also did not look at CRU’s controversial work on the IPPC which is what has attracted most [serious] allegations. Russell did not investigate the deletion of e-mails. We are now left after three investigations without a clear understanding of whether or not the CRU science is compromised.
This was voted down by the Tories Stephen Mosley and Stephen Metcalfe and the Labour MP, Gregg McClymont.

The current issue of the elitist “science” journal, Science, contains an article in its “Perspectives” section (not in the “Research” section): Earth’s hot past could be prologue to future climate | UCAR. Here’s a video from that page:
Author Jeffrey Kiehl, of the National Center for Atmospheric Research (NCAR), speculates on relationships between CO2 levels and average global surface temperature 30 million to 100 million years ago, and currently observed CO2 levels. To no one’s surprise, Kiehl assumes, without evidence, that atmospheric CO2 drives global average surface temperatures, and includes this bias in climate models, projecting an increase of atmospheric CO2 to 1,000 ppm by the end of the 21st Century, with temperatures soaring tens of degrees above the 20th Century average (whatever that means).
Since Science requires membership or hefty fees to access their publications, the average interested person cannot access the original article to verify the conclusions described in the “Perspectives” article.
However, it is clear from the tone of the article on the NCAR web site that this is ideologically driven publication, not scientific research. “If we don’t start seriously working toward a reduction of carbon emissions, we are putting our planet on a trajectory that the human species has never experienced,” says Kiehl. Thus government funded research is used to advance a political agenda.
The research cited in the article was funded by the National Science Foundation, which has a large Climate Change and Paleoclimate program. Researchers shopping for grant opportunities can go to the NSF web site and browse through the many funding programs, find one that fits and submit an application, or, as usually happens, many of them.
There’s nothing wrong with funding your favorite research with government grants. However, when that funding is used as a basis for political propaganda, such as advocating for political responses to climate change, a significant line has been crossed by the researcher, his or her employers and the funding agency itself. The researcher becomes a pawn in the interplay of government agencies, private research firms and economic interests, the science suffers from distorted interpretation and the public ends up with little or no understanding of the reality of the world around them.
Science must be conducted in the confines of the ivory tower, then released, naked and uninterpreted, into the clear light of day. See more here.

“Stinking Corpse” or Stalled Train?
“Scams die hard, but eventually they die, and when they do, nobody wants to get close to the corpse,” opined Washington Times editor emeritus Wesley Pruden on December 2. “The global-warming caravan has moved on, bound for a destination in oblivion,” he continued. The UN had set up its latest climate alarmist shop in Cancun, noted Pruden, “but the Washington guests are staying home. Nobody wants to get the smell of the corpse on their clothes.”
Pruden is not the only pundit to have employed corpse or cadaver metaphors in relation to Kyoto and Copenhagen. In a column last February, Walter Russell Mead wrote: “The mainstream media is now coming to terms with the death. Environmentalists are still trying to avoid pulling the plug, but the corpse is already cool to the touch and soon it will begin to smell.”
And in a pre-Cancun blog of November 28 ("Dead Green Treaty Stinks Up the Room"), Mead wrote that “the rotting, bloated corpse of this UN process could stink up the room for years to come. Like a dead whale on the beach, the [Kyoto] process isn’t going away anytime soon.”
Unlike Wesley Pruden, Professor Mead cannot be pigeon-holed as a “right winger”; he’s a Democrat who voted for Obama, teaches foreign policy at Bard College and Yale University, is editor-at-large of The American Interest magazine, and was until 2010 the Henry A. Kissinger Fellow at the Council on Foreign Relations, one of the most influential founts of global-warming alarmism over the past three decades.
Dr. Mead, who has smacked the United Nations and climate zealots in one column after another, is, to be sure, still a minority among the leftward-leaning intelligentsia with regard to global warming. However, prominent environmentalists, including scientists who have been in the forefront of the AGW vanguard, have been defecting and complaining that the global-warming alarmists have hijacked the environmental movement and are devouring all the financial resources while misleading the green movement away from real and more pressing environmental problems. ICECAP NOTE: We agree with that whole heartedly as we were in the environmental movement until the radicals took control). There are real environmental issues that need addressing but all the focus has been on a beneficial harmless gas.
Even among the many greens still adhering to the dire predictions sketched in AGW doomsday scenarios, there is a growing recognition that they are losing the fight for hearts and minds. “In the wake of the Copenhagen summit, there is a growing acceptance that the effort to avert serious climate change has run out of steam,” an editorial piece in the British journal The Economist - considered mandatory reading in many trendy, high-brow circles - recently conceded.

WE did it. For once, we acted collectively, as humans, huddled together on a fragile planet, rather than as selfish individuals. And we did it: we beat global warming.
So now let’s move on.
According to the Bureau of Meteorology, 2010 was Australia’s coldest year since 2001. Since logic tells us the planet can’t be getting hotter and colder at the same time, we can confidently pronounce global warming dead, buried and comprehensively beaten.
This victory happened because individuals pulled together, within nations, and then the nations of the world themselves pulled together. Meetings were held in places such Kyoto. Rousing speeches were made by world leaders. People clapped and felt good about themselves. Documents were signed.
Clearly, with each meeting, each speech, each inked treaty, global warming was pushed back.
Here in Australia, we also did our bit, big time. We declared global warming the great moral challenge of our generation. We talked confidently about doing something or other. (OK, I can’t remember what it was, and we never actually did it, but then we talked about doing something different . . . though maybe not straight away.)
Anyway, it worked, because last year was the coldest year since 2001.
Tim Flannery, Al Gore and others published books and made films. Clearly they deserve a slice of this massive victory over global warming. To them we say: “Thank you, gentlemen, you may now return to private life.”
But now that we know what we can do by dint of collective effort, we should turn to new challenges.
For example, free trade between nations is demonstrably the greatest force there has ever been for the alleviation of poverty, and the equalisation of living standards between nations.
The development of genetically modified crops promises to turn back the tide of hunger and disease in poor countries.
Now that global warming is finished, due attention can be given to these issues.
But before all of that, I think we’ve earned a moment’s pause, just to give ourselves a pat on the back.
We did it. We acted together. We killed global warming.
And now we will never have to hear anything about it, ever again.

As the country is hit again with twin snowstorms east and west, this post seemed very appropriate. The latest snow swept from west to east inluding the deep south and then up along the east coast as a new storm moved into the Northwest. As of this morning there was snow on the ground in parts or all of the 50 states except Florida. Snow was seen at the tops of the Hawaii volcanoes. 70.9% of the lower 48 states had snow and ice cover as of this morning.

From a few years ago, this poignant collection of reminiscences of winters past and snowy fun from global-warming aware readers of the Environment Magazine. As the mag puts it, “These stories are particularly poignant in light of the diminished winters ahead” -

Of course, back then snow-free winters were “only the tip of the iceberg” as it was only going to get warmer and warmer in winter. But don’t worry, Environment Magazine has been in touch with the Ministry of Truth and has written a new story for you. Cold Question: It May Be Winter but Climate Change Hasn’t Gone Anywhere which explains that the biting cold and heavy snow are all part of global warming - it’s just weather, you see, not climate.
Strangely, given that it’s been particularly quiet in terms of hurricanes, tornadoes and other serious storms in the US recently, the article points to them as evidence of global warming:
In fact, instead of the cold, snowy winter, think of the number of catastrophic storms on the rise. Those are directly related to warmer atmospheric temperatures.
All of this rewriting and apologia for failed predictions reminds of a quote they should have at the head of their article:
“How can I help seeing what is in front of my eyes? Two and two are four. Sometimes, Winston. Sometimes they are five. Sometimes they are three. Sometimes they are all of them at once. You must try harder. It is not easy to become sane”

Hansen and the Met Office have been talking a lot about the remarkable heat in Greenland, which is forecast to challenge its all-time coldest temperature this week of minus 87F.

It would appear that the excess heat in the North Atlantic is manifesting itself as record cold, under the blanket of heat-trapping CO2.

As with some other posts, this one doesn’t require much in the way of introduction or explication.
James Hansen, the controversial climate scientist at NASA GISS who has endorsed a book calling for sabotage to end industrial civilization, has told an English newspaper that he is currently spending his time helping those who want to sue the government which pays his salary:
Professor James Hansen’s last formal engagement was delivering a keynote paper to the American Geophysical Union Autumn meeting. After that, he spent the holidays not enjoying wintry walks or taking advantage of the sales, but doing something altogether more industrious. “I’m writing a paper to provide the scientific basis for [law] suits against the government - just to make them do their job,” he says. And yet, they continue to employ him. It’s a mad world, my friends.

No Clear Correlation Between Arctic Ice And Northern Hemisphere Snow Extent

There has been amazing amounts of noise from the climate science community claiming that the extensive snow cover this year is due to a lack of Arctic ice. But as you can see in the graph above, there is no correlation between Arctic ice extent and snow cover. Some years have more snow, some years have less snow. Arctic ice has nothing to do with it.

ICECAP Note: There are correlations between a warm Atlantic Multidecadal Oscillation (50-70 year cyclical oscillation), low solar and high latitude volcanoes and high latitude blocking (a negative Arctic Oscillation (AO) and North Atlantic Oscillation (NAO)) which lead to mid-latitude cold and snow. These factors have been used by industry long range forecasters for years. Climate Modelers who make forecasts 50 to 100 years into the future are just discovering the arctic oscillation and of course alarmists right away blame global warming for the negative AO. If they bothered to check back at the NAO/AO in prior low solar, warm AMO years and high volcanic loading decades like the 1960s they would see this is not unprecedented. You may note that they are comparing this December to years like 1962/63 a year of very strong blocking.
In addition, there are strong correlations between the ocean decadal oscillations and the arctic ice asw NSIDC admitted in 2007 before the scientists were silenced by the grant seekers.
“One prominent researcher, Igor Polyakov at the University of Fairbanks, Alaska, points out that pulses of unusually warm water have been entering the Arctic Ocean from the Atlantic, which several years later are seen in the ocean north of Siberia. These pulses of water are helping to heat the upper Arctic Ocean, contributing to summer ice melt and helping to reduce winter ice growth.
Another scientist, Koji Shimada of the Japan Agency for Marine–Earth Science and Technology, reports evidence of changes in ocean circulation in the Pacific side of the Arctic Ocean. Through a complex interaction with declining sea ice, warm water entering the Arctic Ocean through Bering Strait in summer is being shunted from the Alaskan coast into the Arctic Ocean, where it fosters further ice loss.”
“Many questions still remain to be answered, but these changes in ocean circulation may be important keys for understanding the observed loss of Arctic sea ice.”

This result has been confirmed by Frances et al. (GRL 2007) who showed how the warming in the arctic and the melting was the result of warm water (+3C) in the Barents Sea moving into the Siberian arctic and thinning or melting the ice from beneath.
